Yes, you can see whales. When I camped there I saw them from the shore. I regret that I did not have a kayak with me.
Be aware that fog may prevent you from seeing anything. My tent site was not far from a fog horn. Heavy fog came in and stayed for three days and three nights. I left because I could not sleep!
