The river empties into the Turtle/ Flambeau Flowage which has dozens of campsites available to paddlers. The upper Wisconsin River also has paddle only campsites, for more information on it-http://www.rwtcanoe.com/
The Tomahawk is very pretty but doesn't have camping along it but, it does form the Willow Flowage where there is plenty of camping.
