  Quiet lakes

There are a couple of rim lakes that you might try. Knoll lake is a favorite of mine. We sometimes paddled across the lake and camped. It's about midway between Payson and Woods Canyon Lake turnoff. Any lake will have people around, but most will be near the boat ramp / dam. Bear Canyon Lake is more remote, but I believe you will need to carry the boat down to the lake. Both have tall pines to provide shade. Willow Springs, and Black Canyon Lake are closer to Heber. They have easy highway access = more people. But are still nice.
There is a lake north of Douglas, but it is mighty small, from what I remember.
