You will certainly see some of the same people there and as I recall, the camping fees are significantly more modest than they are at Raystown.
But you should be aware that Cooper's Lake is more like a pond that you can paddle the perimeter of in about 15 min or so. It is plenty big enough for the event and to try out boats, but if multiple hour-long paddles are your thing, you might get a bit bored.
If you like to paddle whitewater, Class II-III Slippery Rock Creek is less than 30 minutes away, assuming it has sufficient water.
