  Use a Scotty

Put in Scotty rod holders. It will allow you to adjust the angle in about ten degree increments. There's a base and there's a holder that's inserted. The holder can be put into the base in a number of different positions and still be secure. I usually put screw eyes into the base piece so that I can loop a micro-bungee over the holder as an extra safety precaution as I enter bumpy water.

Do not install a Berkeley rod holder. I have seen three different rods go to the deep when they were being held in Berkeley rod holders.
