While it does rain here in Seattle a fair number of days for about 8 months, it only rarely rains more than a an 1/2 inch per day. What a lot of people can't take the grey skies in the winter. I've had several friends move to sunnier climes over the 20 yrs I've lived here. I lived in Berkeley before this which has perhaps the best climate anywhere.
Seattle is a much smaller much greener city than SF. Housing is about 1/2 the cost of sf. Access to water and mountain sports is unparalleled in the US.
I'm not sure what folks who think Seattle is going downhill are talking about. We have more construction going on here than anywhere in the US and one of the best educated, best paid populations. Our baseball team does suck pretty bad though.
Bellingham is another great small town. It's 80 mi north and I'm up there all the time for paddling.
Portland is nice if you want a smaller city, better access to the coast.
