Fluoropolymers are reknowned for their flame resistance, and are used in FRC (flame retardant clothing) because of that.
I wouldn't worry too much about waxed cotton, though, even though it logically seems cotton+wax=wick, you aren't going to get the kind of surface area and wicking action on a waxed cotton jacket to overcome the negligible vapor pressure. My guess is in a fire you are generally as safe in a waxed cotton jacket as you would be in any regular cotton clothing, and safer than you would be in polyester, nylon, etc.
