that I was in because she was talking on her cell phone, and not watching the road. I am much more concerned about drivers using their phones while driving then I am about NSA, and I live about three miles from NSA.

methodology, and runs many risks as the article pointed out. Not to mention even if the specific targeted person is present how do you know who else is present, e.g. 16 year old US citizen?

The phone is the target. The assumption is made that bad guys will be killed when the target is destroyed. The actual target is in fact the sim card in the phone. The object of destroying the target is to kill those we hope are near the target.

Problem. Destroying the target doesn't always mean getting the bad guy. You're confusing objective with targeting. The objective is the reasoning used to chose target. With a rifle your target and objective will most likely be the same. With bombs not so much.

I did highlight the problem, but you misunderstood it. The problem is the over reliance on the phone as a locator, and the assumption that the TARGET is where the phone is.

because most of the time I forget to carry my phone. I actually preferred the old 1990s cell phones that were bolted to the transmission hump on the car. That way I always knew where the damn thing was. I can't keep up with the handheld gadgets and am always forgetting where I left them.
