The section stating that every kayaker and canoer in Canada needs to carry...

It's actually per watercraft and not per person. So, really it's every kayak and every canoe needs to have a 15m tow/throw rope, whistle and bailer.

Quite right, technically. An oversight on my casual reference to the ruling. However, if you are going to be in a mixed party or for other reasons don't have your boat or a boat so equiped...carrying those required items personally could mean the difference between legally paddling or not..thanks for bringing it to my attention...Safe paddling.
